Živinice Water and Wastewater Project: Feasibility Study

This assignment entails conducting a feasibility study on the modernization and digitization of below-ground drinking water and wastewater networks in the City of Živinice. The primary objective is to assess technical alternatives and propose a cost-effective solution that mitigates infrastructure and service underperformance throughout the entire life cycle. The envisioned investment solution will integrate digital components to optimize the operational management of these systems. Additionally, the Consultant will undertake an Environmental and Social (E&S) Assessment to uphold sustainable and socially responsible practices.

The overarching goal of the assignment is to provide the EBRD with the essential information, analyses, and recommendations required for a comprehensive evaluation, structuring, and approval of the investments in water supply and wastewater infrastructure in the City of Živinice.

Key activities to be undertaken by the Consultant include:
• Establishing baseline and rationale
• Designing the project
• Conducting financial and economic analysis
• Performing E&S Assessment
• Addressing procurement and contracting options
• Evaluating risks
• Conducting a Green Economy Transition (GET) Assessment and ensuring alignment of the project with the Bank’s Mandate

ENOVA provides expertise in relation to the following:
• Preparation of baseline description, detailing the current state of water supply and wastewater infrastructure in the City of Živinice. This includes descriptions of existing water sources, pumping stations, characteristics of installed equipment, reservoirs, pipeline infrastructure, and the existing wastewater treatment plant. The results of effluent quality monitoring are analysed and compared with local and EU legislation. The baseline description also includes an examination of infrastructure vulnerability to climate change and an analysis of past experiences, particularly regarding droughts and floods.
• Proposal of priority investments and long-term investments in wastewater infrastructure, while providing a cost estimate. This proposal takes into account the provisions of the EU Urban Wastewater Treatment Directive.
• Climate Risk Assessment with an analysis of the alignment of priority investments with the mitigation and adaptation goals of the Paris Agreement.
• Calculation of GET indicators considering the reduction of greenhouse gas emissions, improvement of energy and water efficiency, and an increase in the amount of treated wastewater in accordance with EU standards.
• Conducting a financial analysis of the City of Zivinice as the owner of the infrastructure, along with a financial and economic analysis of proposed priority investments.
• Analysis of procurement and contracting options including the development of a Procurement Strategy.
• Complete E&S Assessment of the project and the identification of project impacts during construction, operation, and maintenance phases. This encompasses the preparation of an E&S Audit and Assessment Report (with an E&S Management Plan), E&S Action Plan, Stakeholder Engagement Plan, and Non-technical Summary Report.
In addition to the above, ENOVA is involved in data collection and communication with all stakeholders, as well as organizing and conducting meetings with representatives of the City of Živinice and the water company.
