Technical Assistance for the Solid Waste and Wastewater Management in Banja Luka Project

Project description

The overall objective of the project of which this contract will be a part is to protect public health and the environment through the provision of wastewater treatment services and the improvement of the solid waste management system in Banja Luka.
The assignment is organized into two components, namely
1. Component A: Feasibility study for the long-term waste management solutions
2. Component B: Concept design and pre-feasibility study for the wastewater treatment system

The specific objectives are:

  • Analysis of options for wastewater treatment services in Banja Luka
  • Enabling the City of Banja Luka to make a decision on the nature, scope and location of a future wastewater treatment solution based on the principles of economy, cost efficiency, sustainability and technical efficacy
  • Analysis of the solid waste management system in Banja Luka with a view to identifying opportunities for higher recycling rates and development of the circular economy
  • Risk screening of a future project comprising investments in wastewater treatment and solid waste infrastructure and services with respect to environmental and social impact, procurement and climate change vulnerability having regard to the Environmental and Social Standards of the European Investment Bank
  • Identifying capacity-building needs of the City of Banja Luka for the sustainable operation and maintenance of capital investments in wastewater treatment and the solid waste management system

Type of services provided

Enova in consortium with COWI A/S are implementing the following tasks per the two project components:

Component A:

Task 1.1: Inception report and methodology, which included the collection of all relevant documentation and stakeholders’ contacts as well as the development of a methodology based on the understanding of the Promoter’s needs, conducting preliminary interviews with key stakeholders and collecting information on their expectations.
Task 1.2: Review of existing documentation and data gaps to be filled, including accurate data from the two key stakeholders “Cistoca a.d (mixed private-public company in charge of waste collection in Banja Luka) and De-pot Regional waste landfill (PE owned by the gravitating municipalities where the waste is disposed.
Task 1.3: Completion of full diagnosis of value chain, need assessment, institutional mapping and recommendations, which will include the performance of a Recycling Value Chain Analysis to research recycling stakeholders, waste streams, prices and steps of the waste chain from its generation to commercialisation.
Task 1.4: Option analysis for the set of investments in waste treatment that may be developed through the design stage, which includes the identification and prioritisation of the set of investments that are of interest for the City of Banja Luka for EIB financing. Analysed parameters include CapEx and OpEx estimates and initial environment and social screening, in particular for the cases where negative impacts are expected, land expropriation and resettlement, potential rejection of local communities etc.
Task 1.5: Concept design for the selected investments, which includes the preparation of specifications of equipment and concept design for the drop-off centres and particular waste separation facility to enable a more precise estimation of costs, institutional arrangements, concept of operations and social and environmental impact screening.
Task 1.6: Feasibility Study, which contains all the elements and the justification of the proposed investment and based on the conclusions of the recycling value chain analysis and decision made of the City of Banja Luka on the actual locations of the new facilities.

Component B:

Task 2.1: Review of the existing technical documentation related to the wastewater management and re-examination of needs assessment, which includes a thorough review of the conceptual design for sewerage system of Banja Luka of 2011, in particular re-examination of the original needs assessment in relation to the population projections up to year 2050.
Task 2.2: Option analysis for pre-selection of wastewater treatment concept – shortlisting the variants proposed in the existing conceptual design
Task 2.3: Conceptual design for the shortlisted wastewater treatment variants, which includes full development of conceptual design for the WWTP for the two shortlisted options, one centralised and one decentralised including facilities for tertiary treatment of sludge. For each option, a basic comparison of at least two wastewater technologies is undertaken and validated on CapEx and OpEx basis over the life span of the plant.
Task 2.4: Prefeasibility study, which contains information on the two shortlisted options, and includes majority of elements already developed in the concept design.
