Kosovo: GrCF2 W2 E2 – Priština Solar District Heating – E&S Implementation Support Consult

Project description

The EBRD is co-financing the development of a solar thermal plant to provide additional heat energy capacity to the district heating network of the Municipality of Prishtina operated by Termokos JSC (Client).

The project aims to address the city’s inefficient, unreliable, and CO2-intensive heat supply by integrating a solar DH plant that will be connected to the existing network via new pipelines. The project will also extend the DH network to cover additional neighbourhoods, improving access to clean energy and reducing greenhouse gas emissions. The total project value is approximately €80 million, co-financed by EBRD, Government of the Federal Republic of Germany and Western Balkans Investment Fund (“WBIF”) which are both administered by KfW.

ENOVA has been engaged as E&s Consultant entails support to the Client in implementing specific items in the developed ESAP, including

  • preparation and implementation of a Land Acquisition and Livelihood Restoration Plan (LAP/LRP) specifically the completion of the preliminary LAP/LRP for the solar field and preparation of the LAP/LRP for the pipelines;
  • mplementation of the stakeholder engagement plan and operationalising the grievance mechanism
  • support with the development and implementation of a grave management plan.

Type of services provided

The ENOVA experts performed the following:

1) Project Assessment & Review:

  • Review project documentation and meet stakeholders to understand the project, its risks, and identify key contacts.
  • Organize meetings with the EBRD and Client, including an initial site visit for familiarization with site issues.

2) Support for ESAP Implementation:

  • Develop a detailed implementation plan for ESAP actions, breaking complex tasks into smaller parts.
  • Support implementation of activities, including updating and finalizing LALRP/LALARF for all project lots, preparing a Grave Management Plan, and updating the SEP and grievance mechanism.
  • Assist the Client and coordinate with the Implementation Consultant to monitor ESAP compliance, conduct engagement activities, and handle grievances.
