Technical Assistance for VET Education in BiH

Project description

The main project’s objective is improving responsiveness of education to the labour market needs and improve the quality of VET in BiH (Qualification Framework levels 2-5) through improving quality of vocational education and training provision in BiH, with a focus on the implementation of the document ‘Improving the Quality and Relevance of Vocational Training and Education in BiH – based on the Riga Conclusions and Osnabruck Declaration’, developing and piloting models for recognition of prior learning/validation of non-formal and informal learning, advancement of Digital and Entrepreneurial competencies in the BiH education system.
The BiH Ministry of Civil Affairs (MOCA) is the main beneficiary, responsible for coordinating the various stakeholders. The implementers of the project activities are the education authorities in BiH.
The main project’s target groups are VET policy makers, institutions, teachers, students and learners at all ages, employers, and other key-stakeholders.
The project’s activities are structured in 3 Components:

Component 1: Improvement of quality of the formal VET education system;
Component 2: Recognition of prior learning/validation of non-formal and informal learning;
Component 3: Strengthening of the key competencies regarding Digital and Entrepreneurial skills.

Each component follows the same pattern starting with A. revision and analysis of key documents, followed by B. developing methodologies and models, and ending up with C. practical implementation through training and pilot testing.

Type of services provided

Enova as a member of the Consortium has been tasked to support provision of expertise for the following tasks :

Component 1: IMPROVEMENT OF QUALITY OF THE FORMAL VET EDUCATION SYSTEM. The central theme here is to follow up on the key BiH policy document (strategy-type) -‘Improving the Quality and Relevance of Vocational Training and Education in BiH – based on the Riga Conclusions and Osnabruck Declaration’.

  • Situation Analysis of implementation of the document
  • Draft the Action Plan – for implementing document ‘Improving the Quality and Relevance of Vocational Training and Education in BiH – based on the Riga Conclusions and Osnabruck Declaration’
  • Draft Methodology for introducing all EU key competencies into BiH VET education system for all relevant groups
  • Draft Methodology and model for training, licensing and quality assurance of VET service providers for formal, non-formal and adult education
  • Training of service providers
  • Pilot implementation and evaluation on three sites of the Methodology depicted

Component 2: RECOGNITION OF NON-FORMAL EDUCATION AND LEARNING. This entails developing and piloting models for informal learning through taking stock of existing verification/recognition practices both in the formal school system as well as in the informal system that may exist in industry/businesses. The document developed in 2.2. should serve as a base for future law making on all levels.
