Supervision on the Removal of Sunken German Fleet from Danube River near Prahovo, Serbia, EIB-GtP/404-02-6/2022-06
Project description
ENOVA is part of the Consortium led by RINA Consulting S.p.A. as a Supervising Consultant to Ministry of Construction, Transport and Infrastructure of the Republic of Serbia for an European Investment Bank (EIB) Project for the removal of sunken German fleet from Danube River. There are 21 shipwrecks from the Second World War which are lying on the Danube bottom for more than seven decades and carrying unexploded ordnances (UXO) and therefore are preventing safe and efficient navigation on the Danube River within the 5km long stretch in the area of Prahovo, from km 862 to km 857. These dangerous obstacles jeopardize human lives, the surrounding environment and the navigation especially during low water level period when the fairway width is narrowed down to 100 or 90m.
The main purpose of this Project is therefore to contribute to:
1. The improvement of the navigation conditions on the Danube River,
2. The improvement of inland waterway infrastructure on the Danube River in accordance with the national policy and strategy provisions and with the respect to the Danube Commission Recommendations and the EU transport system development plan
3. The full exploitation of this inland waterways as a strategic and competitive transport system for the Republic of Serbia, through the safe and environmentally sustainable removal of the above-mentioned obstacles.
The objectives of the Project are:
✓ provision of professional administrative, financial, safety and environmental monitoring and supervision services to the Client with regards to the removal of the sunken German fleet and UXO devices by the Works Contractor,
✓ the establishment of fairway parameters for safe inland navigation, in accordance with the international waterway Class VII requirements,
✓ the appropriate dissemination of the results of the Project in compliance with the latest Communication and Visibility Rules of the EIB and WBIF.
✓ closely manage and supervise the execution of the Works Contract in accordance with the best international standards and Serbian legal framework,
✓ maintain the integrity of the Project vision,
✓ integrate the Project in the overall Vision of Master Plan for the Inland Waterway Transport system in order to ensure fast, safe, efficient, reliable, and environmentally friendly transportation and smooth flow of freight,
✓ support the establishment of Good Navigation Status of Danube River stretch between km 862 and km 857,
✓ support the establishment of fairway parameters required for safe inland navigation,
✓ support the Contracting Authority/Employer in the interaction with all involved Stakeholders,
✓ ensure the correct application of relevant environmental and safety standards during the removal of the sunken German vessels from the Danube River,
✓ manage the Project on behalf of the Contracting Authority/Employer in the relation with the Contractor, and issues any difficulties that may delay or impede the execution of the Works,
✓ ensure the execution of the Contractor’s Works in the foreseen time and under the estimated budget through the review and analysis of all documents (administrative, financial and technical reports, work program, etc.) issued by the Works Contractor and issues comments and recommendations to the Contracting Authority/Employer,
✓ ensure the appropriate dissemination of the project results in compliance with the latest Communication and Visibility Rules of the EIB and WBIF,
✓ assist the Contracting Authority during the Final Taking Over of executed Works.
