Environmental and Social Due Diligence and Gap Analysis – Reconstruction of Durres-Rrogozhine Railway Line, Albania
Project description
The European Bank for Reconstruction and Development (the “EBRD”) is considering providing finance to the Republic of Albania, represented by the Ministry of Finance and the state operator of the Albanian railway system (Hekurudha Shqiptare – HSH), to support the reconstruction and electrification of approx. 33 km of railway line between Durres and Rrogozhine (the “Project”). The proceeds of the Bank’s financing will be used to cover the capital expenditure needs for the Project, including civil works, goods, and supplies for reconstruction and electrification. Overall, the Project works will include: (i) reconstruction of approx. 33 km of single track, (ii) demolition and construction of four stations, (iii) replacement of four bridges, (vi) widening of one tunnel, (v) modernisation of 16 level crossings (with numerous informal crossings to be closed and the line to be fenced), (vi) installation of a signalling and telecommunication system, (vii) reconstruction of access roads. A set of environmental and social documentation relevant for the Project has been developed in 2022.
The EBRD has hired ENOVA d.o.o. Sarajevo to conduct Environmental and Social Due Diligence and Gap Analysis for the Project. The objectives of the Assignment are to critically assess the existing documentation for development of the Project against the requirements of the Bank’s Environmental and Social Policy and Performance Requirements (PRs).
The Assignment also includes developing a set of environmental and social documentation (Gap Analysis Report (GAR), an update to the existing Environmental and Social Action Plan (ESAP), the Environmental and Social Management Plan (ESMP), the Stakeholder Engagement Plan (SEP), the Land Acquisition and Resettlement Framework (LARF), and the Non-technical Summary (NTS)).
