Mediterranean Corridor, Bosnia and Herzegovina – Croatia CVc Road Interconnection, Subsection: Konjic (Ovčari) – Prenj Tunnel – Mostar North, Gap Analysis & ESIA Disclosure Pack, WB20-BIH-TRA-02 – Component 1
In the scope of Western Balkans Investment Framework, Infrastructure Project Facility – Technical Assistance 8 (IPF 8), Service Contract number TA2018148 R0 IPA, led by COWI-IPF Consortium, and in line with the EBRD Environmental and Social Policy (2019)3 (ESP), the objective of the Assignment is to critically assess the existing documentation for development of the Konjic (Ovcari)-Prenj Tunnel-Mostar North against the requirements of the Lenders’ requirements, and finalisation of the ESIA disclosure package, specifically the EBRD’s Environmental and Social Policy and Performance Requirements (PRs) and EIB environmental and social safeguards. This includes the following:
- Comparison of the existing EIA to the EBRD’s requirements for an ESIA, according to the requirements of the EBRD PRs (2019) and current EU EIA legislation (updated in 2014)
- Review of land acquisition and potential involuntary resettlement and economic displacement impacts that may occur, or have occurred, as a result of the Project
- Review of stakeholder identification, analysis, and engagement policy and practices
- Review of the national EIA including a critical assessment of the social and environmental baseline data and cumulative impacts to ensure these are robust enough to inform Project design decisions, a review of alternatives, to ensure that alternatives were considered for Project design as well as the application of the mitigation hierarchy, and the development of mitigation measures as local EIAs often do not provide enough detail in the development of mitigation measures
- Finalise the ESIA disclosure package utilising the existing documentation for development of the Project against the requirements of the Lenders requirements, specifically the EBRD’s Environmental and Social Policy and Performance Requirements and EIB environmental and social safeguards
- Provide support during the post-ESIA disclosure period on E&S matters, including participation in public consultations.
Types of services provided:
- Coordination of environmental baseline surveys including water quality, soil quality, air quality, noise and vibration
- Undertaking biodiversity surveys (habitats, vegetation and invasive species, invertebrates, ichtyofauna, herpetofauna, ornithofauna, bats and large mamals) in line with the best international practices and development of biodiversity related segments of the ESIA Study, including development of Critical Habitat Assessment Report and Report on Appropirate Assessment on Natura 2000 sites
- Undertaking air quality modeling by developing the pollutants dispersion model based on Computational Fluid Dynamics (CFD) method.
- Coordination of noise and vibration modelling
- Undertaking socio-economic surveys, census and assets inventory and development, first level quality control and approval of SEP, RP and social impact assessment sections in the ESIA Study, ESMP, ESAP and NTS in line with national environmental, social, health and safety legislation as well as knowledge of EBRD and EU policies and standards
- Development of health and safety related sections in the social assessment part of the ESIA Study, ESMP, ESAP and NTS
- Development of Waste Management and Construction Waste Management Plans
- Development, first level quality control and approval of environment related segments of disclosure pack deliverables: ESIA Study, ESMP, ESAP and NTS
