Sustainable Energy and Action Plans (SECAPs) for 18 municipalities and cities in BiH
Project description
In October 2015, the Covenant of Mayors and Mayors Adapt initiatives were officially merged. The Covenant of Mayors for Climate & Energy „2030 target“ Initiative was launched stepping up the initial greenhouse gas emission reduction commitments and integrating adaptation to Climate Change. The initiative is built around three pillars: Mitigation (at least 40% emission reduction target by 2030); Adaptation to Climate Change; and Secure, sustainable and affordable energy.
The overall objective of the assignment was to develop Sustainable Energy and Climate Action Plans (SECAPs) for 18 municipalities and cities in B&H, and their online submission to the Covenant of Mayors initiative for local climate and energy actions.
Development of each SECAP document was fully aligned with the Covenant of Mayors’ guidelines, recommendations and best practices, both in terms of process of SECAP development, as well as structure and contents of the final SECAP document.
Types of services provided
The main Project activities included:
1.Initiation phase – Initiation of SECAP preparation in each target Municipality /City, which primarily included the following tasks:
- Secure political commitment and signing in the Covenant of Mayors initiative by target Municipal /City authorities;
- Ensure mobilization of all relevant municipal /city departments;
- Ensure involvement of stakeholders and general public;
2. Planning phase:
- Define the key elements of the SECAP
- Elaborate a Baseline Emission Inventory (BEI)
- Perform a Risk and Vulnerabilities Assessment (RVA)
- Establish the Municipal /City visions
- Develop the Sustainable Energy and Climate Action Plan (SECAP)
3. Adoption of SECAPs by the Cities/ Municipalities and prepare the final version for submission to the Covenant of Mayors online platform
