Vojvodina public Buildings: Project Implementation Support for Energy Efficiency in Public Buildings

Project description

The European Bank for Reconstruction and Development (the “Bank”) is interested in supporting Serbia’s and Autonomous Province of Vojvodina (“APV”, or the “Client”) efforts to explore the potential for the energy efficiency improvements in public buildings as well as getting an overview of possibility for further investments. There is a strong interest from the APV government and the local self-governments (“LSG”s) to refurbish the majority of the buildings as most of the building stock was constructed between 1950 and 1980 and remains in its original state. The Project will be implemented by the Provincial Secretariat for Energy, Construction and Transport (the “Energy Secretariat”).
The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project by providing assistance to the Client. The consultant appointed to support the Project Implementation Unit (“PIU”) with this function is required to familiarize themselves with the Financing Documents related to the Project and other EBRD key documents, including those which govern lending policies and practices, including, but not limited to:

  • EBRD Environmental and Social Policy
  • EBRD Procurement Policies & Rules
  • EBRD Disbursement Handbook for Public Sector Clients
  • Other related EBRD Policies, Strategies or Procedures as relevant to the Project

The specific objectives of the Assignment are:

  • to support the Client and PIU with
    • the initial establishment of the PIU and setting out operating procedures;
    • procurement procedures for the design-build contract (the “DB Contract”), including the design of technical works in buildings;
    • procurement procedures for the supervision over the DB Contract implementation including the role of FIDIC engineer and mandatory supervision by the licenced engineers in accordance with Serbian Legislature (the “FIDIC/Supervision Contract”);
    • DB Contract and FIDIC/Supervision Contract implementation monitoring; administration, reporting, risk and claim management;
  • to monitor and evaluate implementation of all project activities, including project progress, performance, impact monitoring and evaluation, as well as carrying out ex-post energy audits and issuing EPCs;
  • to coordinate between all the participants in the project including but not limited to Client, relevant authorities, EBRD, DB Contract contactor, FIDIC/Supervision Contract consultant for all the phases of the Project implementation.

The Consultant is to develop the following deliverables, approved by Autonomous Province of Vojvodina and EBRD:

  • Inception Report;
  • Monthly Progress Report;
  • Quarterly Progress Report;
  • Asbestos Management Plan;
  • Preliminary Designs;
  • Tender Document for Design-Build Contract;
  • Tender Document for FIDIC/supervision Contract;
  • Tender Evaluation Report for Design-Build Contract;
  • Technical Evaluation Report for FIDIC/supervision Contract;
  • Final Evaluation Report for FIDIC/supervision Contract;
  • Draft Contract for Design-Build;
  • Draft Contract for FIDIC/supervision consultancy;
  • Report on completion of the procurement process awarding the Design Build Contract;
  • Report on completion of the procurement process awarding the FIDIC/supervision Contract;
  • Ex-post energy audit reports and EPCs /energy passports;
  • First year energy savings reporting;
  • Project Completion Report.
